The Capacity Development Team - Arab States

The Capacity Development Team -Arab States (CDT-AS previously known as Capacity 2015) is one of five regional capacity development facilities established to provide development solutions that reflect national and local circumstances and aspirations.

It is located at the UN House in Beirut, Lebanon and co-hosted by the Sub-Regional Facility for the Arab States (SURF-AS).

Our office, along with its growing team of permanent staff, specialized consultants and volunteers, was established in November 2004. The CDT-AS is an integral part of UNDP’s efforts to support the achievement of the Millennium Development Goals (MDGs) in the region. As such, the program does not operate independently of UNDP’s presence in the region through country offices.

Capacity Development Support Services

Based on demand from national partners, the programme offers a series of policy statements and services offerings in suppport of capacity development efforts at the regional and county level:

Methodology and Tools

· A methodology for capacity assessment based on review of good practice methodologies

· Approach for capacity development responses

· Analysis and application of capacity indicators and measures, based on international norms and standards (where such exists) and ground evidence

Policy Advocacy and Advisory Services

· Articulation of evidence based capacity development policies

· CD policy positioning at global, regional and country levels for integration of capacity development approaches into development planning, budgeting and management

Programme Support

· Facilitation of capacity assessment exercises

· Costing of CD investments and activities

· Formulation of capacity development strategies

· Facilitation of partnerships for investments in, and implementation of, CD strategies

· Monitoring and evaluation measures for progress on CD

Knowledge Exchange and Partnerships

· Facilitation of capacity development learning, knowledge management and networking (analysis of case evidence; methodology development; knowledge products on applications)

· Global and local partnering and exchange, through CD information/learning networks

· Conducting training and learning sessions (regional workshops, Virtual Development Academy, UN staff college) for staff and clients

Let the Evidence Speak-Impact of mainstreaming capacity development in programming in the Arab Region

The end of the year is time for reflection, not only on accomplished policy advisory missions and completion of tasks, but most importantly on the application of UNDP’s capacity development approach and the impact and results of interventions. As the capacity development team (Cap2015) reflects back on its achievements for 2007, we would like to highlight a few.

1. Conducting a Capacity assessment and implementation of CD strategies for monitoring and evaluation results in mainstreaming M&E into the national planning framework approved by the Jordanian Cabinet. One of the major highlights has been the programme’s support to the Ministry of Planning and International Cooperation in Jordan on capacity development for monitoring and evaluation. Several training workshops were carried out in cooperation with UNDP/Jordan. The Minister noted in her January 6th address to the Cabinet that this is the first time in Jordan’s planning process where monitoring and evaluation indicators to measure achievement and impact of the national planning framework have been integrated and that the plan was prepared in a very consultative manner bringing civil society and all line ministries together.

MDG INFO 2005

MDG Info 2005 is a customized version of DevInfo. Prior to the World Summit 2005, the UN Statistics Division database on progress towards achievement of the MDGs was uploaded and MDG Info was disseminated to accompany “The Millennium Development Goals Report 2005”. The adapted MDG CD-ROM was distributed to Member State delegations and participants at the Millennium Summit in September 2005. This new product has been prepared mainly to respond to the following needs:

  • Wide access to the official MDG indicators database on CD-ROM and on the Internet to Member States
  • Serve as a significant multiplier in the dissemination of MDG data to statisticians and to the public at large, including media, universities, NGOs
  • Availability of the official MDG database in DevInfo format to be uploaded into national adaptations for review and comparison
  • Easy access to presentation tools for tables, graphs and maps

:MDG-Based National Development Strategies

This "how-to" guide consolidates the efforts of UN Country Teams (UNCTs) into a step-by-step approach to support MDG-based national development strategies. The guide's four sections (Part I) provide country partners with the "how to" for strengthening the analytical, managerial, and political capacities needed to put governments in the driver's seat. The accompanying modules (Part II) are to be used in whatever order best fits a country's needs.

Executive Summary

ILN-AS is one of the strategic facilities of the Capacity 2015 for the Arab States (C2015-AS) regional programme. C2015-AS is one of five regional offices established to localize the efforts of the Global Capacity 2015 programme. It is located at the UN House in Beirut-Lebanon and co-hosted by the Sub-Regional Resource Facility for the Arab States (SURF-AS). C2015-AS, along with its growing team of permanent staff and specialized consultants, was established in November 2004. Since its inception, it has been busy communicating with the UNDP Country Offices specialists, identifying global tools and methodologies for capacity development and localizing the MDGs, as well as regional partners to deliver its particular objectives in the service of achieving the MDGs.
